The offer of Gaza to the Palestinians wasn't a generous offer. It was the least Israel could get away with. And came with strings attached (The people of Gaza would have to accept living in an open air prison).
China has the same problem with the Uygurs (an inconvenient minority population) and solves it the same way; collective punishment and mass detention.
Israel is not merciful, just mindful that genocide would be a public relations disaster and merely replace one large problem with another. That said rational minds can't always stay hate fulled hands, so who knows how far Israel will eventually go.
