There needs be liability laws in place for gun owners regarding safely securing their weapons and reporting them as stolen in a timely manner, as well.
I think guns are probably covered under most general liability laws. For example, if a gun owner’s negligence hurts someone they can be sued in civil court.
I do not disagree but how do you define adequate security? Same question applies to weapons stolen from a home. Securing against access by a child is nothing like security against burglary.
Some basics like a trigger lock or locked container/safe are a good start (and required in some jurisdictions). At minimum for homes, I'd want a requirement to report the theft upon discovery.

The tragic death of 20 year old Kaylin Gillis just after the senseless shooting of Ralph Yarl breaks my heart. There is a culture of violence in this country that brings real fear for what my grandchildren will face. Personal responsibility used to matter, didn’t it?
Rudimentary training should be required for gun ownership, but it cannot be made so onerous that it is a barrier to Second Amendment rights. And you are correct, a gun owner is responsible for his weapon and how it is used.

It's gotta be criminal negligence if you leave an unsecured gun in your car, which then gets stolen and used for a crime.
