This is very optimistic. Fingers crossed this doesn't go sideways.

At some point the legalities will need to be discussed, even if some will let the ends justify the means.

I wouldn’t go that far. Hoover’s organization was effective. It wasn’t controllable and Hoover didn’t always use his power for good things.

'understood the assignment' to do what? shred the constitution? eviscerate civil protections? blackmail politicians-civil rights activists-citizens? Lie to federal courts?

Maybe we should have let J Edgar make the trains run on time?

What good is an 'effectiveness' if you cannot distinguish between the good and the bad results?

I just don't think its a good analogy to an organization tasked with international espionage.

At some point the question has to be asked and answered...honestly.

Why?

a). Body bags for Bibi?

b). Oil for whom?

c). Freeing the masses trapped in grasp of the supreme leader?

Nope, no assumptions, no assertions, just the freaking truth one freaking time.
