I’ll bite on $100 million, let’s say $10 million to the government and $90 million invested, with at least 100 jobs. But nobody would take it.

Merits aside: this should go through Congress, not be enacted by executive order.

Agreed. The Congress would need to amend Title 8. Trump will need congressional legislation to do this. But you know he will just do it.
