The shooter didn't have to commit too much advanced planning. The basic template for a mass shooter plan is; 1). decide to commit mass murder 2). drive to local mall, school etc 3). on the way stop by to pick up AR 15 from local gun shop.
Yeah. The USA has a lot more guaranteed freedoms than any other country. We can even speak ill of other people in most cases without being sent to jail or fined. But we can't legally buy a firearm if we are felons or buy a firearm from a licensed dealer without a background check.
