I would be very surprised if this incident, if it occurred, was deliberate killing of non-combatants. I would not be at all surprised to find out military mistakes were being covered up at high levels where politics play a role - regardless of what they claim.
A lot of bad stuff happened in Vietnam including murder of non-combatants and murder of USA military officers by their own subordinates. I was an Army officer when LBJ began the Vietnam buildup and think I remember officers being killed in the USA. That may have been rumors spread to frighten Lieutenants like me. I know there was a lot of resentment toward authority at the time.
