Every State is at-will. 8 States do not have a public policy exception. 36 States recognize implied contracts as an exception. 11 States have an exception for implied covenants of good faith.

Good points made. While I didn't experience much side effects of vaccination, I know many others who did. I hope there a permanent exception is created at OSHA for vaccination side-effect induced illnesses. Otherwise, as you well stated, the rules as of current would create unintended disincentives 9 months from now. I also think there needs to be major top down reform of our federal bureaucracy, as there really is no reason why it should take this long for the FDA to approve of the Covid-19 vaccines. It is currently having a deleterious effect on our economic recovery. While there are those hard heads who will refuse vaccination no matter what, there are also many vax-hesitant who are putting their stock what the FDA says about the vaccines. The credibility of many public officials(elected officeholders, public health officials), fairly or not, is shot in the eyes of many who haven't gotten the vaccine yet. I think that having standardized digital health passports made available to us for a nominal fee(to help offset the costs) would be good for the private sector. This would go a long way in resuscitating business travel. The latter is still pretty depressed from pre-pandemic levels and it is hurting the airline and hospitality industries.
