Given the fluidity of the term "racism" these days, I'm not going to comment whether our actions are "racist" or not. In the absence of a similar example of illegal Canadians likewise traversing the Great Lakes (or our long shared land border), anything I'd say on that front would be pure speculation.

That said, let me revisit one of my foreign policy hobby-horses: the idea that the United States should resurrect (with Canada and Mexico if they care to participate) an updated and enlightened Monroe Doctrine[1] where we invest similar resources we spent nation-building in the Middle East in our southern neighbors in Central and South America to develop a robust market of American nations, not unlike what Europe did in the post-WWII years. Given the resources we spend on immigration issues and crime stemming from activity beyond our southern border, I'd rather us not continue to be reactive and instead embrace the position of a benevolent Imperial power to push for accountability and reforms in the governments (Haiti being a great example) that wish to join a network of nations that share in commerce, law enforcement, military defense, and other common interests in our Western Hemisphere.

Unfortunately, that's going to take much more imaginative and energetic leadership then we've enjoyed thus far, but a fella can dream.

I don't know about the whole border patrol but the dude on camera shouting racist crap is. So yeah, if you don't want the whole thing being called racist you should probably demand something happen to that guy. So he can run for office and you can vote for him.
