Most Americans are not in favor of letting people suffer and die because of lack of medical care so something is needed. Trying to fix the system by forcing insurance companies to operate outside of normal actuarial practices is simply redistribution of wealth and the wrong approach. Let's call it charity which is what it is and what is needed. It should be sparse but adequate.
For all the chants of "Repeal and replace", the GOP has never had a plan to replace the ACA to my recollection.
I've also seen the same behavior re Social Security towards the ACA: someone railing against Obamacare, but not wanting the ACA to be repealed. Or: opposing the ACA, but approving of the components of the ACA when asked about those specifically.
There was such a plan. I saw it, read it, and interviewed Congressman Austin Scott, who helped craft it for the Republican Study Committee. It was a decent plan. However, the GOP caucus was never serious about introducing it or promoting it. I’ll try to find my notes and the two-part post I wrote about it back years ago.
