The difference between Fetterman and Walker is that there's a path to recovery that Fetterman is traversing, and while it is absolutely 100% legit for PA voters to question his competency now, there doesn't seem to be a lot of question of whether Fetterman will recover a significant amount of ability that propelled him to becoming a Senate candidate.
The way Joe Walsh (politician, not guitarist) put it:
"1. I disagree with Fetterman’s politics. Big time. But I’d vote for him because Oz is an election denier, and this Republican Party is a threat to our democracy.
2. Fetterman struggles to communicate. He’s recovering from a stroke. What’s Trump’s or Walker’s excuse?"
Oil production is nearly at pre COVID levels. It's not in the oil companies interests to pump more: that's expensive (in exploration and hiring, which is still an issue) and they're already making good money in this high cost environment.
If you're gonna blame policy, show which are affecting oil production.

The prognosis for Walker isn't so rosy.
