David, you are correct in many respects. Title 42 is currently nothing but a pretext. Effective legislation could improve the situation. Effective legislation will never occur unless there is a one-party monopoly running the country.
Where you are wrong is suggesting that existing laws should not be enforced because it is impractical. The most convincing estimates I can find suggest that there are about 25 million illegal immigrants in the USA who are producing, under current laws, thousands of new poverty-stricken citizens each year at a tremendous social and economic cost. Regardless of how they got here, they can be deported using existing laws. With existing manpower, we should be able to deport several thousand per week which might be a deterrent. Suppose that, instead of 85,000 new IRS agents, we had 60,000 new immigration enforcement agents and 20.000 new immigration judges. We could then hear about 3.1 million more asylum claims per year resulting in an additional 2.5 million deportations.
Even easier enforcement and deterrence could be realized by cracking down on employers who hire illegals either under the table or by not verifying SSNs.
Current laws aren’t adequate. They don’t provide enough detention, punishment, or courts and judges to deal with the problem. We also don’t track visa overstays which is a bigger problem than border crossing. Asylum should be reformed to require presenting to a legal point of entry.
Your idea of new border agents and judges and cracking down on employers would also require new laws. E-verify is not a national requirement.
No new laws are required to enforce existing laws. What you seem to be saying is that it is a matter of budget priorities. The only reason we might need new laws is that we do not budget - we fund the federal government with continuing resolutions. We have allowed the problem to get way out of control.

Informed immigration Laws are the long term answer, as a Canadian I can tell you the answer is at the northern border of the US. Trump had the short term answer to holding back the flood of illegal asylum seekers but the Left has vilified it so much that there is no chance of this administration moving towards it. I remember the screams over the alleged separating of kids from parents yet it is happening now at the immigrant family end and no one is saying a word. Here is something else that is never reported, during Bidens' administration the death toll of illegals crossing the border has risen 300% or more. No one reports the murders that the Bidens administration's policies and actions have been responsible for at the southern border. That is far worse than any kids sitting behind a chain link fence having their identities verified.
I’d be willing to look at Canadian law, but I’ll note that the situation, the motivations, and the incentives are different on our southern border. I’m not sure Canadian laws would work as well there.
Looking at the statistics, I think the pandemic had more to do with the decline during the Trump years than policy. The numbers were already rising before Trump left office.
The family separations were a stated policy of the Trump Administration with a goal is discouraging people coming to exercise the legal right to seek asylum. The policy was carried out some haphazardly that some still have not been reunited. The Trump Administration was rightly condemned even by immigration hawks for its inhumane nature.
Increased deaths likely are directly proportional to increased crossing attempts. Another reason to reform the system and encourage people to come legally with a workable process.
The Canadian policy requires evidence of qualification for asylum before free entry. That would work anywhere. Maybe the scale would be different but that is all.
